Berdasarkan Undang-Undang RI No. 5 Tahun 1992 tentang Benda Cagar Budaya Pasal 15, ayat 2 huruf (a) disebutkan bahwa "Tanpa izin pemerintah setiap orang dilarang membawa benda cagar budaya ke luar wilayah Republik Indonesia.
